Since France BioLead was founded, I have been guided by one conviction: there can be no ambitious strategy without a clear vision of the current situation. It is in this spirit that we presented the latest edition of our Industry Observatory on National Biomedical Bioproduction Day (#JNBB2025).

This Observatory is not just a collection of figures. It is a tool serving a collective ambition: to make France a European leader in the production of innovative biopharmaceuticals.

A booming industry

The results are clear: in just a few years, the biopharmaceutical production industry has grown exponentially.

• 47 biopharmaceuticals produced in France, representing remarkable diversity (blood derivatives, vaccines, antibodies, microbiota).
• €6.3 billion in industrial investment over the last five years.
• A strong presence in Europe: France ranks fourth in active patent filings in the field.
• A real employment dynamic with more than 3,200 imminent recruitments and an industrial fabric that has become denser throughout the country.

But what strikes me most is the mobilization of the players—companies, researchers, institutions, territories—that we have seen in the field. The sector is no longer moving forward alone: it is moving forward together.

Removing obstacles, activating levers

This Observatory is not limited to providing a snapshot. It also identifies areas of tension, opportunities to be seized, and levers to be activated:

Access to financing for startups remains a key issue. In 2024, more than €150 million was raised by promising biotech companies. This is encouraging, but still insufficient to support the development of such a strategic sector. This obstacle can be explained by an uncertain geopolitical context, which makes investors more cautious.

Regulatory delays, which can sometimes be dissuasive, are hindering industrial development. We need a more agile framework so as not to miss out on opportunities.

The need for talent is considerable. Training, recruiting, and inspiring people to join the sector throughout France is a challenge that we must tackle collectively.

A tool at the service of a mission

We have designed this Observatory as an anchor for our strategy, a support for both public and private decisions. It informs our work, clarifies our priorities, and fuels discussions with all stakeholders.

But beyond the data, it is the faces, the journeys, and the local successes that bring this ecosystem to life. Every laboratory, every production site, every startup involved in this adventure embodies a France that believes in industrial innovation in the service of health.

I firmly believe that the bioproduction of biopharmaceuticals should not be seen as a distant promise: it is already a strategic pillar for our country.

And if we want to guarantee our fellow citizens equitable access to innovative therapies, strengthen our health sovereignty, and develop a competitive and responsible industry, then we must continue to act together. Observe to understand. Understand to transform.
